Subject: [PATCH] fix(liveshare-protocol): declare the brand runtime dependency

The published declarations reference Branded from @deepseek-ai/dsh-brand, so an external consumer
must be able to resolve that package from the manifest. It moves from devDependencies to
dependencies; the lockfile records the importer under dependencies.
