imccyu 1a83d013f5 docs: raise the root AGENTS.md ceiling for the standing orders

The root file passes the 1,960-word ceiling on the branch alone but exceeds it
once master's newest standing order is merged in, which is what `node 24 /
static` reports. Raise the ceiling to 2,080 and update the documented target in
the same change, per the "a too-low ceiling is a budget bug" rule.
