fix(deps): close current URI and Markdown toolchain advisories

Carry the fast-uri patch proposed in https://github.com/affaan-m/ECC/pull/3454 and apply the remaining compatible Markdown/KaTeX/TOML advisory fixes. Regenerate npm and Yarn4.9.2 locks without unrelated resolution changes.
