fix(ci): skip POSIX $1 assignment in skill host-compat lint

Keep ${1} and echo $1 as Claude substitutions. Do not fail VAR=$1
function parameters or Perl/awk $1 compares. Sync catalog counts to
68 agents, 293 skills, and 95 commands after rebase onto main.
