* Fix missing `New Item` button in new dashboard view

With the new dashboard page enabled the `New Item` button is missing for
non admins usually. It was wrongly shown for users that had the
`View.CREATE` permission.

* Potential fix for pull request finding 'Restrict internal Jelly class-loading helper'
