docs(limits): describe how to design admission recovery (#6368)

* fix(reconstruction): dedupe residual unknown ids with uniqueSorted

Merged obligation candidates called uniqueBy, which is not defined, so
the project did not typecheck. String ids already use uniqueSorted.
