refactor(manifests): consolidate commitment ownership

Remove test-only completion and historical manifest parsers, use authoritative completion schemas, and keep graph hashing with the validated manifest producer. Verify commitments with independent canonical JSON and SHA-256 checks through domain and public CLI workflows.
