fix(resources)!: inspect app resources without an executable

Add a read-only app resource session shared by CLI and MCP. Preserve resource-root provenance without inventing executable identity, reject binary-only snapshots and operations, and retain failed cleanup owners across switches and retries.

Keep filesystem admission failures typed and preserve cancellation ordering from observed cleanup facts. Document resource routing in the packaged investigation skill.

BREAKING CHANGE: resource-only observations may have a null Evidence subject and null executable target digests. Clients must use resource_root and reported per-resource provenance instead.

`open_bundle_resources` selects a separate read-only app resource session
without resolving `CFBundleExecutable`, including when it is absent or
unresolvable. `binary_session` reports `session_kind: "bundle_resources"` and the
caller and canonical resource-root paths; it does not report a binary target or
deep-provider binding. `inspect_plist`, `decode_interface_builder`,
`inspect_asset_catalog`, and `inspect_keyed_archive` retain resource-root
provenance and use a null Evidence subject when executable identity is unknown.
Binary-only operations and binary analysis snapshots do not apply in this
session. `open_binary` can switch back to executable analysis, and
`close_binary` retires either session kind.
Each provider client receives `binary_session.analysis_run.run_id` before any
provider startup, including clients whose startup fails. `process_lineage` is
