fix(docs): render README source notices as GitHub alerts (#3228)

Move the official-source notices outside the centered HTML headers so GitHub renders IMPORTANT alerts in all 20 README editions. Preserve wording, links, placement and Persian RTL attributes.

Verified before/after rendering with the GitHub Markdown API, unchanged rendered link/image targets, exact source preservation, scoped formatting and a clean integration with latest main.
