* fix: repair the static-check failures on the default branch (#2895)
* fix: repair the static-check failures on the default branch
The default branch fails its own required `Static checks` job three ways, so
every pull request reports that job as failed regardless of its own change.
- `npm run format:check` reports `src/domain/functionComparison.test.ts` and
`src/ida/IdaOperationRunner.ts`.
- `npm run lint` reports a duplicate `import { join } from "node:path"` in
`tests/boundary/mcp/ghidraInventoryMcp.test.ts` (lines 4 and 17).
- `npm run typecheck` reports `format: "devin"` missing from the client format
union in `src/application/SupportedClients.ts`, and an unchecked index in
`tests/boundary/cli/clientProfileLifecycle.test.ts`, whose pair array is
inferred as `string[][]`.
Apply the pinned formatter, drop the duplicate import, list the `"devin"` format
that its own definition already uses, and mark the pair array `as const`.
Validation: `npm run check:fast` and `npm run format:check` pass.

* fix(captures): admit browser-serialized HAR request URLs
har-schema@2.0.0 checks request.url with ajv-formats' strict RFC 3986
`uri` format. Browsers record and send URLs as WHATWG serializes them,
which keeps characters such as `|` and `{` unescaped in the query, so one
Google Fonts or GraphQL GET entry made inspect-web-network-capture and
environment-build reject the whole HAR.
HAR 1.2 defines request.url only as the absolute request URL. Own that
correction in the HAR validator: every URL the RFC 3986 check accepts
stays accepted, and a URL that WHATWG URL serialization reproduces
unchanged is accepted too. Spellings WHATWG would rewrite (a backslash
authority, a tab, a space) and relative references still fail.

* docs(captures): state that RFC 3986 request URLs stay admitted
The HAR request URL rule is "passes RFC 3986, or WHATWG serialization
reproduces it unchanged". A spelling WHATWG would rewrite therefore fails
only when it also fails the RFC 3986 check; an uppercase host still
passes. Say so in the docs and the validator comment, and pin the
accepted uppercase-host case in the CLI test.

webpack 5 and tsc write "sourceRoot": "" for map-relative sources. Since
5f702dd6c the shared join added "/" for any non-null root, so these
sources resolved from the URL root: rxjs's ../../../src/internal/Observable.ts
under /npm/rxjs@7.8.1/dist/cjs/internal/ became /src/internal/Observable.ts,
and xterm's webpack://xterm/./src/... became https://host/webpack://xterm/....
Treat an empty root like a null root in sourceMapReference, the single join
used by trace-web-source-location, analyze-javascript-application and the
web source-map fetcher. Chrome, Firefox and trace-mapping skip an empty root,
and tc39/ecma426#183 wrote the current steps to match them. Non-empty roots,
including "/" and repeated slashes (#6726), keep their existing behavior.

* refactor(admission): own inspector, web, and CLI state per host
Replace the process-global inspector, web-bundle, guidance, and JavaScript
counters with objects a host passes in, so independent instances do not
share admission or cleanup.
* fix(admission): keep worker and file cleanup on the host
Web-bundle and JavaScript workers retry only their host registry, and
each Inspector admission authorizes and closes its own file scope.
Browser providers can share one web-bundle admission.
* test(inspector): gate one admission's file cleanup
The isolation test delayed the first ArtifactResourceScope.retryCleanup
call, so a second call on a shared ElectronFileScope still finished.
Hold first.files.retryCleanup until the other admission's close
finishes, then release and join before restoring the method.

* fix(browser): preserve source-map declaration uncertainty
* style(tests): fix CI formatting
* fix(browser): retain known source map differences
* fix(web): bind map comparisons to script metadata
* fix(browser): match source maps with partial script metadata
Keep each script's observed hash and declaration constraints instead of
dropping a metadata field for the whole URL group.
* test(flutter): assert ABI selector refusals as structured issues
MCP input validation reports the ABI path and the schema message separately.
The old concatenated "abi: ..." sentence is no longer the delivered error.
* fix(web): prove large source-map changes without factorial search
Groups larger than eight scripts were reported as unexplained, so nine
x.map declarations plus one omission compared as unknown against ten
y.map declarations. Declaration counts reject impossible placements, and
augmenting paths assign the rest without retrying identical scripts.
* test(mcp): assert bundle path issues by field
compare_bundles reports each relative path as an invalid_format issue
instead of one joined diagnostic sentence.
* fix(web): match repeated source-map scripts by count
Identical declarations share one group, and a shared omission pool is
counted once. A 2000-script self-compare no longer builds a dense
assignment graph.

CSP3 parsing keeps the first directive of each name in a policy and ignores
later repeats; Chrome reports "Ignoring duplicate Content-Security-Policy
directive". parseCsp flattened every policy's directives into one stream, so
a header such as `script-src 'self'; script-src 'unsafe-inline'` reported the
ignored `'unsafe-inline'` directive as declared and counted nonces and hashes
from it. Track directive names per policy so only the effective directive is
retained, while the same name in separate comma-separated or repeated-field
policies is still listed once per policy.
A saved response's decoded size is bounded by its received size, or the
declared length of one served from cache, times 1032 for each gzip or deflate
coding, the most DEFLATE expands. Grafana answers folder creates gzipped, so a
UI step saving a new folder's uid was refused. Other codings and unknown or
zero sizes stay refused before the body is read.

Keep cookies with opaque partitions distinct from unpartitioned identities while retaining value hashes and incomplete comparison coverage. Preserve known partition hashes and use the existing shared CLI/MCP fingerprint owner.
Validated with 63 source and 57 storage boundary tests, builds/static checks, and real Chrome156 CLI/MCP controls. Live opaque-cookie emission was not reproduced; its protocol regression is explicit. Hosted CI's unrelated failures were reproduced against exact main a905a71e3; seven fail-fast-cancelled shards remain unverified; Greptile's sole existing-main finding was scoped and documented. Human readiness remains unasserted; bypass authorized by the requester.

Save typed response fields and reuse generated IDs or authentication values across browser scenario requests, UI observations and navigation through the shared CLI/MCP workflow.
Preserve exact numbers, retained Evidence, explicit source/coverage limits and prospective page-value semantics. Bound response decoding, retained spellings and request serialization before allocation, and protect marked response values across source records, follow-up text and planned screenshots.

Final local validation: 560 feature-branch tests and 561 current-main integration tests, static/build/docs checks and real PocketBase CLI/MCP privacy workflows.
