2320ac23ee test(process): preserve terminal deadline expiry regression (#2055)
* fix(cli): preserve import-map option descriptions

* fix(process): report no remaining time after a provider deadline fires

Node timers can fire while performance.now() is still a fraction of a
millisecond short of the monotonic deadline. ProviderStartupDeadline then
reported interruption "timeout" and an aborted signal while remainingMs()
returned ceil(0.x) = 1, so polling loops guarded by remainingMs() > 0
(Hopper and Ghidra startup) could run past an elapsed deadline, and the
real-timer test "aborts a bounded wait when its real monotonic deadline
expires" failed intermittently in CI (expected 1 to be 0).

Once the deadline's own timer has classified a timeout, report zero
remaining time. A deterministic regression test fires the timer with the
monotonic clock 0.4 ms short of the deadline.

* fix(process): keep provider deadlines independent of wall-clock changes

* fix(process): retain monotonic targets after early timers

Adapt the stronger timer/poll owner from @nosmile99 PR #2793 as integrated by 21aa877e5 and captured main 94072364c7. Retain all contributor reliability coverage. Tests and workloads skipped by explicit request.

d4f0c5e664 fix(cli): start on Windows when USERPROFILE is empty (#2345)
* fix(cli): start on Windows when USERPROFILE is empty

Node's Windows home lookup throws ERR_SYSTEM_ERROR (uv_os_homedir ENOENT)
for an empty USERPROFILE instead of consulting the account profile. Incur
resolves the home while it is imported, so every command, including
`rea --version`, stopped with a raw stack trace before REA ran.

Treat the empty selection as unset in the launcher, before any runtime
import, and cover startup with a compiled-CLI regression.

* fix(process): retain the monotonic startup deadline budget

Recheck the absolute monotonic deadline when an early timer fires, and keep
polling waits pending until their own target or the shared deadline arrives.
Preserve caller cancellation, disposal and the unchanged real-timer assertion.
This replaces the earlier remainingMs workaround: an early callback must not
classify an unexpired deadline as a timeout.

Adapt the production fix and regression cases from nosmile99 PR #2793 at
5460016936, including the independently reported
both-timers-early reproduction. Preserve the prior contributor's commit.

* test(ghidra): group expanded suites by their contracts

Split result-envelope and completeness checks, and Windows invocation and

Preserve every test, fixture, assertion and platform prerequisite.

9680da76c8 perf(evidence): reuse sealed bundle reads in compare and export (#2715)
* perf(evidence): reuse sealed bundle reads in compare and export

`rea compare`, the compare_bundles MCP tool and `rea evidence-export`
read bundles through the mutable reader, so each consumer
re-authenticated every record again: compareBundles parsed both bundles
a second time and bundleDigest's serializeEvidenceBundle a third time;
export's writer parsed the source once more before serializing.

These consumers only read the bundle, so read it through the existing
sealed reader (readImmutableEvidenceBundle). Later parses hit the
immutable bundle cache. Ordinary mutable reads, kept deliberately by
#1721, are unchanged. Output is byte-identical.
