morluto 22b88300d0 refactor(environment): reuse admitted capture facts in builds 
Separate typed manifest/capture composition from unknown-input loading.
Builds retain the admitted replay facts locally for credential warnings and
record counts instead of parsing the same capture again. Keep full captures
out of the compact replay source and preserve manifest-first authentication,
parent identity checks, failure precedence and cancellation points.

Validation: environment source/build/report/scenario/input-snapshot/state
workflows and public build CLI; fresh runtime/catalog build, full static/docs,
test discovery and duplication checks. No external clients or targets ran.
