Resolve conflicts by keeping both sides: the PR's ownership/readiness evidence options alongside upstream's provider request budget resolver in client registration options and the doctor host; both removeClient call arguments; upstream's RegularFileCleanupFailure outcome model combined with the PR's retained/failed applicability distinction on read failure; the 6.5.0 client list plus freebuff in installation docs.

Validation: typecheck, lint and doc-facts checks green; freebuff/zcode/updateMaintenance/clientLifecycle/clientRegistrationStatus/claudeDesktop suites match the pre-merge baseline exactly (8 host failures, all symlink EPERM or stale-vs-aligned on Windows, unchanged); clientConfigurationDialects fails the same 19 host cases before and after the merge, with the 7 upstream-added cases passing.
