Soukyu 48f5f30fd5 fix(cli): reject malformed dry-run literals before changes (#7870) ...

Fixes #7540.

Retain every raw dryRun literal at the shared inert token binder before Incur boolean coercion; preserve parser-owned values, original execution, defaults and variadics. Return an actionable typed PARSE_ERROR before setup or environment publication.

Validated 40 focused tests, independent nine-call compiled-CLI before/after configuration controls, check:fast and docs:check.

Full technical CI 42302162266 passes, including all eight shards and required aggregates. Greptile reviews this head at 5/5; no completed Codex review of this head is available. The Author readiness-only exception is explicitly authorized; no human-review attestation is added.
