Edgar ArakelyanandClaude Fable 5.1 d9f20375a6 fix(environment): declare the image-store helper pattern before the verifier's run ...

The pattern was a `const` below the top-level try block, so the leak filter
reached it in the temporal dead zone the first time a run actually created
the helper; locally no container was new, so the filter never ran. Reproduced
the fresh-host path by removing the local `agentenv-registry` before a run.
