The scope listed environmentManifest*.ts, which on case-sensitive runners
misses EnvironmentManifestAccumulator.ts, and an application path that
does not exist. Brace patterns cover both spellings, drop the dead path
and bring scopes.mjs back under 500 lines, with the same 46 files in
scope.
