Bring in #927's merge of main (#964 at skill version 29):
- README_ja/ar/ko/zh: keep the merged tables and count
  inspect_dyld_shared_cache in application workflows (13 -> 14).
- Skill: #927 now uses version 30, so this branch moves to 31.
- Regenerate the product catalog, conformance manifest, skill digest and
  package metadata (137 tools).
