xin zhuang aefd903adb fix(desktop): preserve nullable SQLite row identity (#8999) ...

Use whole-row multiset identity for incomplete/NULL declared keys and share it with task drafting. Count actual projected predicates across all rows so timestamp omission and duplicate multiplicities yield satisfiable checks.

Fixes #8997.

Validation:106 focused tests; nativeSQLite public CLI before/after cases and generatedPython evaluator agreement.
