fix(ci): re-record the note pairing and keep the issue App assertion

The dedicated-App edit changed the note's decision section without re-recording
its translation sidecar, and the client-id replacement also hit the issue
lifecycle workflow assertion. Re-record the pair and restore the issue App's
variable names in that test.
