test(snapshots): declare the llm package the steering fixture imports

The recorded-session fixture is a scenario-owned plugin that imports
`@deepseek-ai/dsh-llm` at runtime. Declare the workspace package at the root
so the snapshot lane resolves it from a clean install instead of relying on a
local node_modules layout.
