fix(jobs): read job output at settlement only for notices that inline it
- tool-jobs: inlining is decided before any read from the job's whole stream, so larger jobs keep their output and retention in the registry; a capped inline notice keeps the output's tail; job_output withdraws a pending notice from the agent now registered for the owner session - subagent: track the relay through logged tool calls, which tool policy cannot skip - snapshots: order the background-job-notice settlement with a sentinel file
