feat(shortcuts): add focused panel and page commands

Route file, terminal, browser, split, fullscreen, close, and refresh commands to the focused panel. Connect native Desktop page and window actions to the same command owners.

Connect saved bindings to workspace search, creation, session naming, forking, archiving, and external opening. Publish the loaded conversation history needed to select fork targets.
