fix: parse fractional instinct creation timestamps

RED: 4 failures proved fractional ISO dates fell back to mtime and escaped pending TTL. GREEN: 12 focused tests and 121 complete Linux tests pass; changed function line coverage 93.3%. Pi and catalog parity checks pass.
