Christopher FerjoandClaude Opus 5.5 ef5a0805a4 fix(skills): cap pending replay claims when the store stops replying ...

The claim timeout stops a request from waiting but does not cancel the
command, so a connected-but-silent Redis could accumulate abandoned SETs.
commandsQueueMaxLength bounds them; past the cap, claims reject at once
and the guard fails open. The test asserts the cap and counts unhandled
rejections in its summary.
