darkzOGx f57a8d8a74 fix(hooks): let [1m] marker beat CLAUDE_CODE_AUTO_COMPACT_WINDOW ...

CLAUDE_CODE_AUTO_COMPACT_WINDOW is the harness auto-compact trigger point
(e.g. 786432 on a 1M-window model), not the context window size. Honoring
it before the [1m] marker / known-family / >200k inference checks made
1M models resolve to a 786k window with the 160k standard threshold, so
the strategic-compact hook fired prematurely in real Claude Code sessions
where the harness sets this variable.

Keep ECC_CONTEXT_WINDOW_TOKENS as the strongest override; demote
CLAUDE_CODE_AUTO_COMPACT_WINDOW to a last-resort fallback.
