Mark Waite 19393858fa Remove XStream2EncodingTest, all tests are skipped (#27255) 
* Remove XStream2EncodingTest, all tests are skipped

Tests are skipped on all platforms and on all currently support JDK's
(21 and 25) because the tests were only run when the JVM default character
set was ISO-8859-1.  Java 21 uses UTF-8 as its default character set.

If we want to restore the test, we'll need to adjust the `--add-opens`
configuration of Jenkins core.  Test is not valuable enough to justify
that change.

Testing done:

* Confirmed with ci.jenkins.io results that all tests are skipped
* Confirmed working in pull request:
  https://github.com/jenkinsci/jenkins/pull/27248
* Confirmed working on my Linux computer
* Confirmed working on my Windows agents

* Use UTF-8 character set in HierarchicalStreamWriter

JDK 21 and JDK 25 both use UTF-8 as their default character set on all platforms.

Resolves a review comment by removing the XStream2EncodingTest reference

Testing done:

* Confirmed that all XStream2 tests continue to pass

* UTF-8 is the default encoding - update toXML Javadoc to match

* Coerce combobox fill response to an array and register listeners once

The fill request error path resolved to {}, so a failed request (e.g. 403/500) or a non-array response body made updateSuggestions throw on items.filter(). Coerce the response to an array instead.

Also keep the latest suggestions on the element and attach the focus, focusout and input listeners only once. Previously every refillOnChange (the initial fill plus each fillDependsOn change) re-added them, stacking duplicate handlers that fired repeatedly over stale data.
