A `REA_MCP_TOOL_FAMILIES` scope advertises a workflow only when every tool in
its suggested steps belongs to a selected family. Partially available
workflows are omitted from `prompts/list` — `prompts/get` reports them as not
found — so a rendered prompt never directs the agent to a disabled call. The
server identity digest and `rea mcp doctor` prompt inventory follow the same
scope.
A `REA_MCP_TOOL_FAMILIES` scope advertises a workflow when its required tools
belong to selected families. Optional APK, managed, Apple-resource, and archive
routes in `investigate_feature` are omitted when their tools are disabled;
they do not make the existing native and JavaScript workflow unavailable.
Apple plist guidance requires both the session opener and the native plist
reader. Interface Builder, asset catalog, and keyed archive guidance requires
the opener and the artifact readers. An opener alone never advertises an Apple
resource route; opening resources switches away from the active binary session.
Workflows missing a required tool are omitted from `prompts/list`, and
`prompts/get` reports them as not found. Rendering, the server identity digest,
and `rea mcp doctor` use the same scoped contracts, so guidance never directs
the agent to a disabled call.
Every rendered prompt provides optional starting points using current REA tool
names. Agents can call tools directly, skip irrelevant suggestions, and inspect
